6. Security Council

Consist of 15 members: five permanent members (Russia, the USA, the UK, France and China) have the right of veto, and other ten members are elected to the Council with the procedure for by the Charter for a term of two years. Each Council member shall have one vote. Decisions on procedural matters shall be made by an affirmative vote of not less than 9 of 15 members. Decisions on substantive matters require nine votes, including the concurring votes of all five permanent members. It is the rule of "unanimity of the great powers", which is often called the "veto power".
